Nabbanja Calls for Review of Long-Unused Radio Frequencies

Prime Minister Robinah Nabbanja has asked the Uganda Communications Commission (UCC) to take action against radio frequencies that have reportedly remained inactive for more than three years.

The directive is intended to ensure that unused spectrum is returned to productive use and made available to broadcasters serving communities with limited access to radio and other communication services.

The issue was highlighted in a post published by Celeb Patrol Uganda, which reported that the Prime Minister wants dormant frequencies identified and repossessed. The proposal could affect operators that received frequency allocations but failed to launch or maintain broadcasting services over an extended period.

Radio frequencies are a limited public resource, and leaving them unused can prevent other applicants from establishing stations in areas where reliable local broadcasting is needed. If implemented, the directive could open space for new commercial, community and regional broadcasters.

Such stations could help deliver news, public information, educational programmes and entertainment to audiences in remote and underserved parts of Uganda.

The UCC is expected to determine which frequencies qualify as inactive and establish the procedure for reviewing existing allocations. Operators may also be required to explain why their assigned frequencies have not been put into use before any decision is made.

The proposed review is likely to renew discussions about accountability in the allocation of broadcasting spectrum and the need to ensure that licensed frequencies serve the public interest.

Further information is expected from the UCC on the affected frequencies, the enforcement process and any opportunities that may become available to prospective broadcasters.
