Museveni Appoints New ISO Director General and Deputy

President Yoweri Kaguta Museveni has appointed Arthur Mugyenyi as the new Director General of the Internal Security Organization (ISO).

This appointment comes after the passing of Brigadier General Charles Oluka on January 29, 2025, who previously held the position.

Mugyenyi, an experienced security professional, is expected to strengthen intelligence-gathering capabilities and reinforce internal security efforts nationwide.

Key Highlights of Mugyenyi’s Appointment

Background: Mugyenyi previously served as the Director at ISO and headed Internal Security in Mbarara District.

Challenges: He will face the task of addressing evolving threats and preparing for the 2026 elections.

Expectations: His vast experience in security and intelligence is expected to enhance ISO’s operational effectiveness.

New Deputy Director General

Appointment: Tony Kinyera Apecu has been appointed as the new Deputy Director-General of ISO, replacing Colonel Emma Katabazi.

Katabazi’s New Role: Katabazi has been transferred to the Ministry of Foreign Affairs as Deputy Ambassador.

Implications of the Appointments

The appointments of Mugyenyi and Apecu are part of President Museveni’s efforts to strengthen key security and diplomatic institutions in Uganda.

The duo is expected to drive forward the Internal Security Organization, ensuring it contributes to the country’s stability and peaceful progress.
