Questions Continue to Surround FUFA Procurement and Conflict-of-Interest Claims

Fresh questions have resurfaced over governance, procurement practices, and potential conflicts of interest within the Federation of Uganda Football Associations (FUFA), with critics calling for greater transparency in how football resources are managed.

Over the years, media investigations and stakeholders within Ugandan football have raised concerns about companies contracted to provide services to FUFA, including broadcasting, hospitality, merchandising, and infrastructure development. Some reports have questioned whether procurement processes were sufficiently competitive and whether all potential conflicts of interest were properly disclosed.

One of the most widely reported issues involved Satellite Plus Systems, a company contracted to produce television broadcasts for FUFA competitions. Investigative reports by the Daily Monitor questioned the relationship between individuals associated with the company and FUFA President Moses Magogo, while FUFA maintained that Magogo was neither an owner of the company nor involved in its procurement process.

FUFA’s own corporate reports show that it operates several subsidiary entities, including FUFA Media Services Ltd, FUFA Sportware Ltd, and FUFA Hospitality and Travel Agency Ltd, describing them as legal entities established to support its commercial operations.

Magogo has previously faced scrutiny from FIFA over the resale of 2014 FIFA World Cup tickets. In 2019, FIFA’s independent Ethics Committee sanctioned him with a two-month suspension from football-related activities and imposed a fine after he entered into a plea agreement regarding the ticket resale case.

More recently, former Uganda Cranes midfielder Mike Mutyaba petitioned the Inspector General of Government (IGG), requesting investigations into the management of football resources, public funds, and alleged conflicts of interest involving FUFA and entities associated with its leadership. The petition represents allegations and, as of the latest publicly available information, no findings of wrongdoing have been announced by the IGG.

Neither FUFA nor Magogo has been found by a court of law to have committed embezzlement in relation to these allegations. FUFA has consistently defended its governance systems and has maintained that its operations comply with applicable laws and football regulations.

Observers argue that increased transparency in procurement, independent audits, and public disclosure of contracts would help strengthen confidence in the administration of Ugandan football and address recurring concerns raised by stakeholders.
