Complaints Over Double Titling at Wakiso Zonal Lands Office Trigger Calls for Probe

Fresh complaints have emerged over the handling of land transactions at the Wakiso Zonal Lands Office, with several landowners calling for an independent investigation into allegations of fraud and irregular land registration.

According to the complainants, the alleged scheme targets parcels of land that appear to be idle or undeveloped. They claim that after such land is identified through site inspections, competing land titles are allegedly processed, leading to ownership disputes and prolonged court battles.

The complainants allege that the suspected network involves brokers identified as Sand Paul Kiryowa and Kwez Lanisa, who they claim present themselves as having connections with the PLU and use those claims to gain the confidence of landowners and prospective buyers. These allegations have not been independently verified.

The complainants also allege that the brokers work closely with officials at the Wakiso Zonal Lands Office. Specifically, they have raised allegations concerning a senior registrar identified as Yusuf Kakarebwa and an ICT officer attached to the office. The complainants are urging investigators to examine whether any officials were involved in the alleged irregular processing of land titles. These allegations remain unproven, and no official investigation has concluded that the named individuals engaged in wrongdoing.

One of the complainants, Emmanuel, told reporters of TV10 that he believes he lost his land through the alleged scheme and has since submitted information and supporting documents to the relevant authorities.

The complainants are appealing to the Ministry of Lands, Housing and Urban Development, the Criminal Investigations Directorate, the Inspectorate of Government, the State House Anti-Corruption Unit, and other relevant agencies to thoroughly investigate the allegations and establish the facts.
