The Inspector of Courts on behalf of the Judiciary has escalated a demand to Her Worship Stella Maris Amabilis , the Entebbe Chief Magistrate, to defend herself against allegations of misconduct by 30th July 2025.
In a letter dated July 21 2025, and signed by Angualia G.Moses the Deputy Registrar/AG. Inspector of Courts , under Ref RIC/ ENTEBBE/4/25/7/25 , RE; COMPLAINT AGAISNT THE CONDUCT OF THE CHIEF MAGISTRATE OF ENTEBBE H/W STELLA AMABILIS IN CRIMINAL CASES NO.835 AND 836 OF 2023 AT ENTEBBE
States that ; The above refers;
Attached is a complaint that was lodged against you in respect to the subject captioned above.
Respond to the complaint by 30th July 2025 to enable the inspectorate of courts handle the complaint.
This new directive is in response to a letter dated 15th July 2025 , Correspondence APJ/C/114/2025 , written to the same effect by the acting principal Judge Okuo Jane Kajuga ordering the Inspector of Courts to immediately initiate an investigation.
In a letter , the AG. Principal Judge orders that Inspector of Courts interests its self in the misconduct matter raised by Mr. Kamoga Muhammadi .
The investigation into the conduct of Her Worship Amabilis, stems from allegations by city mogul Kamoga Muhammadi , that after he had sought redress from the Judicial Service Commission over a petition he written to it citing intimidation from the said magistrate in which he stated that she had called him regarding matter on 22.September 2024 at 2:14pm using number 0772507133 registered in the names of Stella Maris Amabilis whilst discussing the very case she was handling,, instructing him to withdraw the petition arguing that it would allegedly jeopardize her changes of becoming a full judge.
Her worship Amabilis, was later forced to recuse her person from the matter and handed it over to Grade One Magistrate Edgar Tusiime Tibayeita to proceed a status quo that is also still now being challenged by the same complainant .
It should be noted that the same Kamoga,, has in the recent past also petitioned other Judicial offices including that of the Chief Justice, over the same matter.
