The Common Man’s Party (CMP) has indefinitely suspended its Secretary General, Moses Bigirwa, pending investigations into allegations of substantial misconduct, in a leadership shake-up that has seen two officials appointed to oversee different responsibilities at the party secretariat.
The decision was reached during an Extraordinary National Executive Committee (NEC) meeting held on November 5, 2026, at Makerere University Guest House grounds in Kampala.

In a notification dated November 5 and received by the Electoral Commission on November 6, the party said Bigirwa had been suspended indefinitely as investigations into the alleged misconduct proceed.

Under the new arrangement, Ropan Proscovia, who previously served as Deputy Secretary General, has been appointed Acting Secretary General in charge of party research.

Semmindi Asadullah has also been appointed Acting Secretary General, responsible for administration and the party’s liaison affairs. Both appointments took immediate effect.
The party communicated the changes to the Electoral Commission in accordance with Section 10(4) of the Political Parties and Organisations Act, Cap 178, notifying the commission of the temporary changes in the person or persons holding the office of Secretary General.
The notification was signed by Ropan Proscovia, identified as Deputy Secretary General, party chairman Watentena James, and party president Mubaraka.
The party also submitted certified copies of the Extraordinary NEC meeting minutes and resolutions to support the changes and requested the Electoral Commission to update its records accordingly.
However, the notification did not disclose the specific allegations against Bigirwa or indicate how long the investigations would take.
The leadership changes come as CMP reorganises its administrative structures, with the two acting officials expected to manage separate functions of the party secretariat while the investigations into Bigirwa’s conduct continue.
