PLU Rules Out Political Party Plans, Says It Will Pursue Its Goals Within NRM

The Patriotic League of Uganda (PLU) has ruled out plans to transform the organisation into a political party, saying it will continue operating as a civic organisation, pressure group and social movement within the ruling National Resistance Movement (NRM).

In a message shared with the public, PLU said its chairman, Gen Muhoozi Kainerugaba, had instructed its leadership to clarify the organisation’s position amid growing political discussions surrounding its activities and the 2026 political landscape.

“I have been instructed by the chairman of PLU, @mkainerugaba, to inform the public that we do not intend to become a political party,” the message reads.

The organisation said it will instead remain within the NRM and work to achieve its objectives through the structures of the ruling movement.

“We shall remain a civic organization, pressure group and social movement within the NRM and we shall achieve all our goals within the NRM,” the statement added.

The clarification comes amid increasing public interest in Gen Muhoozi Kainerugaba and the political activities associated with PLU. A graphic circulating alongside the statement portrays Muhoozi as having widespread support across Uganda’s regions, tribes and religious communities and describes him as the preferred successor to President Yoweri Museveni.

However, the statement itself does not make a declaration about Muhoozi succeeding Museveni. Instead, it focuses on PLU’s organisational identity and its decision to remain within the NRM rather than establish a separate political party.

The clarification is likely to ease speculation that PLU could eventually break away from the NRM and seek registration as an independent political party.

For now, the organisation says its strategy is to continue mobilising and pursuing its political and social objectives from within the NRM, while remaining a civic movement and pressure group rather than becoming a party of its own.
