Parliament has given the green light to NRM Buyaga West MP Dennis Namara to table a Private Member’s Bill proposing changes to the Administration of Parliament Act.
The proposed amendment seeks to overhaul the process of choosing the Leader of the Opposition by allowing both opposition and independent MPs to take part in the selection. It also introduces changes to the appointment of Parliamentary Commissioners and committee leaders.
Namara says the reforms are intended to promote greater transparency, accountability and wider participation in parliamentary leadership, arguing that the current system leaves key decisions in the hands of a few party leaders.
The proposal comes as Chief of Defence Forces Gen. Muhoozi Kainerugaba has publicly called for the replacement of current Leader of the Opposition Joel Ssenyonyi. However, supporters of the bill maintain that the amendments are aimed at improving Parliament’s leadership structure rather than targeting any individual.
The bill will now be formally introduced in Parliament before proceeding to committee review, public consultations and debate.
