EXCLUSIVE: Two Top Senior URA Commissioners Resign as 33 Sent on Forced Leave

This website can authoritatively reveal that two top senior commissioners at the Uganda Revenue Authority (URA) have tendered their resignations, citing irreconcilable management differences with Johnson Musinguzi, the Commissioner General.

The duo, Commissioner Sarah Chelangat, in charge of Domestic Taxes, and Assistant Commissioner Sandra Kaitere of the Petroleum and Mining Division, have parted ways with the authority.

According to an insider, the Commissioner General has also sent a memorandum, dated August 9, 2025, Ref: CUS/CCD/7.4, directing over 33 URA staff members to proceed on forced leave. The memo states:

“Following a report on reworks performed by Customs Enforcement on consignments that had been processed and released by Field Services, AC-ICE has sanctioned investigations into the matter.

This email therefore serves to direct you to proceed on your Annual Leave for at least fifteen (15) days pending completion of the investigation process with immediate effect.”

The sudden resignations and forced leaves have raised questions about the stability and leadership at URA.
