The Urgent Need for Expedited Rulings in Uganda’s Judiciary

By Cathy Mirembe

The recent calls by the Ugandan legal fraternity for the judiciary to expedite its rulings have brought to the fore the pressing need for timely justice in the country. The delayed proceedings in several high-profile cases, including that of Uganda Law Society (ULS) President Isaac Ssemakadde, have exposed the loopholes in Uganda’s judiciary and highlighted the imperative of urgent judicial intervention.

One of the primary concerns arising from the delayed rulings is the erosion of trust in the judiciary. When cases drag on for extended periods, it creates an impression that the judiciary is inefficient, ineffective, or even complicit in perpetuating injustice. This perception can have far-reaching consequences, including undermining the rule of law, discouraging investment, and fueling public discontent.

Furthermore, delayed rulings inflict severe harm on the parties involved, particularly the accused. In the case of Ssemakadde, the stalled proceedings have not only affected his reputation but also compromised his ability to perform his duties as ULS President. The uncertainty and anxiety generated by the delayed rulings can have devastating consequences on individuals, families, and communities.

In addition, the delayed rulings undermine the integrity of the legal profession. When lawyers and judges fail to deliver timely justice, it reflects poorly on the entire legal fraternity. The Ugandan legal community has a responsibility to uphold the principles of justice, fairness, and accountability. Delayed rulings compromise these principles and damage the reputation of the legal profession.

To address these concerns, the Ugandan judiciary must take urgent steps to expedite its rulings. This can be achieved through various measures, including increasing the number of judges and court staff, improving court infrastructure, and streamlining judicial procedures. The judiciary should also prioritize cases involving high-profile individuals or those with significant public interest.

The need for expedited rulings in Uganda’s judiciary cannot be overstated. Delayed rulings undermine trust in the judiciary, inflict harm on individuals and communities, and compromise the integrity of the legal profession. The Ugandan judiciary must take urgent action to address these concerns and ensure that justice is delivered in a timely and efficient manner.
