Kawempe North Set for By-Election: EC Announces Date and Key Electoral Steps

Simon Byabakama, the Chairman of the Electoral Commission (EC), has announced that the by-election for the Kawempe North Member of Parliament seat will be held on March 13, 2025. This follows the passing of the late Muhammad Ssegirinya, who had been receiving treatment at Rubaga Hospital until his death a few weeks ago.

The announcement was made during a press conference at Tick Hotel in Kawempe, where Byabakama urged all certified and willing candidates to participate in the electoral process. He also emphasized that both candidates and observers must apply to take part.

According to the EC’s tentative schedule, candidate nominations will be held from February 26 to February 27, 2025. The inspection of candidate papers will take place between February 27 and March 5, and campaign activities are set to run from February 28 to March 11.

Byabakama further stressed the importance of conducting a transparent and fair election process, calling for adherence to electoral laws and guidelines by all stakeholders. “The Commission welcomes proposals aimed at ensuring free and fair electoral activities in Kawempe North. We are all stakeholders in this exercise, and it is crucial we work together to deliver a peaceful, free, and fair by-election,” he added.

While the political landscape remains uncertain, many assumptions surround the flag-bearers from various political parties. As of now, the parties have not officially confirmed their candidates. However, some of the leading aspirants include:

  • Moses Ali Jjemba (NRM, Mbogo Village resident)
  • Elias Luyimbaazi Nalukoola (NUP, City lawyer)
  • Salim Serunkuuma (Businessman, former candidate)
  • Mathias Mulumba (LC1 Chairman, Corner Zone)
  • Onemus Mutumba, Tom Fisher Kasenge, and Juliet Namale (NRM)
  • Umar Magala, Muhamood Mutazindwa, Kulya Soul Zziwa (NUP)
  • Alex Luwemba, former aide to the late Ssegirinya.

Kawempe North has long been considered an opposition stronghold, making this by-election an important battleground.
