The Acting Principal Judge, Justice Okuo Jane Kajuga, has ordered the Inspector of Courts to immediately investigate the conduct of Her Worship Stella Maris Amabilis, the Chief Magistrate of Entebbe.
In a letter dated July 15, 2025 (Reference: APJ/C/114/2025), the Principal Judge instructed that an inquiry be launched following a complaint lodged by city businessman and property consultant, Kamoga Muhammadi. The letter, issued from the Chambers of the Principal Judge, was headed:
“Complaint Against the Conduct of the Chief Magistrate of Entebbe, Her Worship Stella Maris Amabilis in Criminal Cases 835 and 836/2023 at Entebbe.”
Justice Okuo forwarded the complaint to the Inspector of Courts and requested a detailed report to inform further decision-making.
At the heart of the complaint are serious allegations made by Kamoga Muhammadi, who claims that Her Worship Amabilis contacted him directly about a case she was presiding over. According to the complainant, the magistrate called him on September 22, 2024, at 2:14 p.m., using the number 0772507133, which is registered in her name. During the call, she allegedly pressured him to withdraw a petition he had submitted to the Judicial Service Commission, suggesting that the petition could jeopardize her prospects of being elevated to the position of High Court judge.
Following these developments, Her Worship Amabilis recused herself from the case, which was then reassigned to Grade One Magistrate Edgar Tusiime Tibayeita. However, the complainant has continued to challenge this reassignment.
The criminal charges in question include forgery, obtaining registration by false pretenses, uttering false documents, unlawful eviction, and malicious damage to property. The accusations relate to the alleged fraudulent acquisition of over 200 acres of land in Garuga-Bukaya, Entebbe (Wakiso District). Prosecutors claim Kamoga used forged land transfer forms bearing the signature of businessman Peter Bibangamba to unlawfully transfer ownership of the land into his own name.
Court proceedings in the matter were most recently adjourned by Magistrate Tibayeita to August 18, 2025.
