NRM Kicks Off LC1 and Village Structure Nominations

The nomination process for Local Council I (LC1) flag bearers and village party structures under the National Resistance Movement (NRM) is set to begin on Thursday, marking a significant step in the party’s internal reorganization.

Earlier this week, the NRM secretariat dispatched expression of interest and nomination forms to various districts in preparation for the exercise. By Tuesday, district registrars had commenced training sub-county registrars on the nomination procedures. These sub-county registrars, in turn, trained parish registrars on Wednesday to ensure smooth and uniform conduct of nominations at parish headquarters.

According to David Kamugisha, the Luwero District NRM Registrar, nominations will be conducted across 624 villages in the district. He stated that aspiring candidates for the LC1 chairperson flag must pay a nomination fee of 10,000 Ugandan shillings, while those vying for positions within the village party structures will not be required to pay any fee.

Kamugisha also emphasized that all aspirants must present their National IDs and be registered in the NRM yellow book. He urged registrars to maintain transparency throughout the nomination process.

Registrars Hanningtone Ngoda (Butuntumula Sub-county) and Rehema Kigongo (Bombo Town) confirmed the timely delivery of nomination and expression of interest forms to parish offices on Wednesday to ensure a smooth rollout of the exercise.

The nomination exercise is expected to revitalize NRM’s grassroots structures, which have been largely non-functional in recent times.

Richard Bwabye, the Luwero Resident District Commissioner, assured the public of the security team’s preparedness to safeguard the exercise. He also cautioned registrars to prevent incidents that could escalate into violence.

According to the NRM roadmap, campaigns for LC1 flag bearers and village party structures will begin on May 1, 2025, followed by elections on May 6, 2025. The District Conference for electing district leaders is scheduled for May 25, 2025.

Further up the political ladder, nominations for aspiring Members of Parliament, LCV Chairpersons, and District Councillors will take place on July 17, 2025. Elections for MP flag bearers will be held a day earlier, on July 16, 2025.

The National Delegates Conference, where leaders of the Central Executive Committee and the NRM Presidential Flagbearer will be elected, is set for August 20, 2025.
