Museveni Plots Kayihura’s Return: Former IGP Eyed for NRM Top Job

By Dean Lubowa Saava

There’s no concrete evidence to suggest that President Museveni is secretly planning to bring back Kale Kayihura as the new Secretary-General for the National Resistance Movement (NRM). However, it’s worth noting that Kayihura, a former Inspector General of Police, has been a significant figure in Ugandan politics.

In recent years, there have been rumors and speculations about Kayihura’s potential return to politics, but none of these claims have been substantiated. Instead, the focus has been on the upcoming 2026 presidential elections, with various candidates and politicians jockeying for position.

Internal Affairs Minister Maj Gen (Rtd) Kahinda Otafiire has been vocal about his opinions on the NRM’s future, but there’s no indication that he’s involved in any plans to bring Kayihura back into the fold. Otafiire has, however, emphasized the importance of the NRM’s ideology and the need for a worthy successor to President Museveni.

While it’s possible that behind-the-scenes maneuvering may be underway, there’s currently no credible evidence to support the claim that Museveni is secretly planning to bring Kayihura back as the NRM’s Secretary-General. As the 2026 elections draw closer, it’s likely that more information will come to light, but for now, this rumor remains unsubstantiated.

There’s been a buzz about a possible shake-up in the National Resistance Movement (NRM) leadership, with rumors swirling that former Inspector General of Police, Gen Kale Kayihura, might replace Richard Todwong as the party’s Secretary-General.

Sources suggest that Kayihura met with President Museveni at his Rwakitura home in December, where they discussed this potential move. This meeting has sparked speculation that Kayihura’s return to politics might be imminent.

It’s worth noting that Kayihura has been out of the spotlight for some time, but his potential return has significant implications for the NRM’s future. The party has faced criticism for its current leadership, with some members expressing dissatisfaction with Todwong’s performance.

While there’s no official confirmation on Kayihura’s potential appointment, the rumors have certainly generated interest and debate among political observers.
