Water Bills Crisis Hits Uganda’s Security Apparatus: Police and Prisons Face Shutdown.

Kampala, Uganda: A looming crisis is threatening to engulf the nation’s security apparatus, as two critical facilities – the Uganda Police Force and the Uganda Prisons Service – face a severe water shortage.

The National Water and Sewerage Corporation (NWSC) has disconnected water supply to these entities due to a staggering UGX 43.3 billion in unpaid water bills.

Luzira Prison, the country’s largest incarceration facility, is grappling with a UGX 19.4 billion debt, while the Police Barracks owes UGX 23.8 billion. The disconnection has left thousands of inmates and police personnel without access to water, a basic necessity.

The Uganda Prisons Service is utilizing water bowsers as a temporary solution, while negotiations are ongoing to resolve the crisis. However, the Ministry of Finance’s failure to release allocated funds has exacerbated the situation.

The crisis has raised concerns about hygiene and safety within the facilities, with the potential for disease outbreaks looming large. A high-profile court case involving electronic fraud and theft within the NWSC has further highlighted the vulnerabilities in the nation’s water management.

As the situation continues to unfold, citizens and authorities alike are on edge, wondering if the government can stem the tide before the crisis spirals out of control, threatening the security and well-being of those who depend on these critical facilities.
